The Town has compiled a ‘Municipal Inventory’ that lists individual places of cultural heritage significance. The list is linked to the Town of Claremont’s Town Planning Scheme No.3 giving Council the right to refuse the demolition of places on the ‘Municipal Inventory’. The ‘Municipal Inventory’ is presently under its four-yearly review as required by Government legislation. It can be viewed at the Council offices and at the Claremont Museum during business hours. The Council encourages the retention of places on the Inventory. It welcomes the renovation of places, such as homes, to suit more modern lifestyles and purposes. To assist people that are considering renovating their listed properties, Council provides a free heritage advisory service. Contact the Heritage Officer or Administration Officer Development Services on (08) 9285 4300 to access this service. WHAT IS THE DIFFERENCE BETWEEN THE STATE HERITAGE LIST AND CLAREMONT’S HERITAGE LIST?The State list is known as the Western Australian Register of Heritage Places. It is official recognition by the State of a place’s cultural significance to the heritage of Western Australia. The statutory regulation related to the conservation of such places is done by the Heritage Council of Western Australia. Listing on Claremont’s Municipal Inventory is
official recognition of a place’s heritage significance to Claremont. The Claremont
Council’s statutory regulation of heritage listed places is far more limited than the State’s and
generally relates to demolition and matters requiring planning and building approval. DEMOLITIONThe Town of Claremont has the right to refuse planning approval for the demolition of places listed on its ‘Municipal Inventory’. There is a right of appeal against the Council’s refusal to grant planning approval. PUBLIC RIGHT OF ACCESSThe public has no right of access into places listed on the ‘Municipal Inventory’. FINANCIAL ASSISTANCE?Applications for loans or grants for conservation works can be made to the Heritage Council of Western Australia. ANY OTHER FORMS OF ASSISTANCE?The Town of Claremont has a bonus density clause in its Town Planning Scheme No. 3 that permits higher densities in certain areas of the Town when the listed place is retained. CHANGES TO THE LISTED PROPERTYChanges can be made to a listed property, however, Council encourages owners to take special care to design additions to compliment the listed building in scale, form, massing and window arrangement. As well, new work should be done in such a way so that the old and the new work can be easily distinguished with the new work complementing the existing.
